All citizens of the Republic of Belarus are recipients of pensions. In addition, citizens who live permanently in the country have the right to receive pension payments. In 2017, 2 types of pensions were established at the state level: social and labor, including military.

In order to receive them, certain conditions must be met:

  • Social- it is received by disabled citizens: disabled children or disabled children. The category of social pension payments also includes payments to families in case of loss of a breadwinner.
  • Labor- is accrued after a citizen reaches a certain age, is formed at the expense of insurance premiums of employees. The employer is obliged to make monthly contributions to the pension fund for them. When calculating a labor pension, the length of service is necessarily taken into account.

Every year, the government of the country indexes pension payments. Indexation applies to all social payments, including pension allowances for military personnel.

The country has a program on the basis of which citizens of the country can accumulate additional funds. These services are optional.

These opportunities are provided by insurance companies. If a citizen chooses any insurance company for savings, then his employer must make contributions to this fund for him.

1. Old age

The retirement age of citizens of Belarus has been preserved since Soviet times and has not changed since then: men - 60, women - 55.

2. Loss of a breadwinner

This type of pension is paid to disabled and underage dependents who have lost their breadwinner.

3. By disability

To receive payments, persons with disabilities must have work experience by the time the disability group is established. For example, citizens under 23 need 1 year of experience, those aged 23-26 need 3 years, etc.

4. Seniority

There is a list of professions that are covered by the superannuation pension law. The country's pension fund uses it when assigning pensions.

5. For services to the state

The accrual of pensions to citizens awarded state orders and titles is the responsibility of the government.

On the amount of pensions for military personnel

The minimum old-age pension in Belarus is focused on the level of the consumer basket and is 25% of its average. The retirement pension is calculated at a rate of 55% of the average monthly earnings in the country.

Its size is affected by the amount of earnings, the presence of experience in excess of the prescribed norm, the scope of the employee's professional activity.

The scope of pensions for military personnel is regulated by state laws. The accrual of allowances to the military takes place according to the same parameters that are provided for civilians: by length of service, old age, loss of a breadwinner, disability.

The amount of the minimum allowances for the military is 1,474 thousand Belarusian rubles, in terms of Russian money - 4,422 rubles. The old-age pension is calculated by subtracting approximately 20% of the average salary and adding 25% of the country's consumer basket.

In December 2014, the President issued a decree to increase the pension allowance of military personnel. It entered into force on January 1, 2015. The allowances of the military were indexed in November and December 2015 by 12.9% of the average living wage for the civilian population - 1,567,810 BR (4,703 Russian rubles). As a result, the amount of indexation amounted to 202,247 BR (606.7 rubles).

From January 1, 2016, a new base salary of 1,320,000 BR (3,960 rubles) was established in Belarus.

Based on this figure, the salaries of military personnel are determined by rank and position. Based on this, the pensions that military pensioners have are subject to recalculation.

For the first half of 2016, the base part increased in March, but no indexation took place.

  • If a soldier was the only source of income in the family, then minor children or disabled dependents who were in his care are paid a pension for the loss of a breadwinner.
  • A citizen who received a disability group during service or within 3 months after dismissal has the right to receive a pension. If the problems appeared later than 3 months, but it is proved that they are related to the service, then the pension is also paid. 1. This Instruction establishes the procedure for organizing work on the appointment and payment of pensions and benefits to military personnel (except for military servicemen of fixed-term military service) of the internal troops of the Ministry of Internal Affairs of the Republic of Belarus, to persons in command and rank and file of the internal affairs bodies, the Investigative Committee of the Republic of Belarus, financial investigation bodies of the Committee of the State control of the Republic of Belarus (hereinafter referred to as employees), family members of deceased (deceased) employees, as well as family members of deceased pensioners from among employees who are entitled to the appointment and payment of pensions and benefits in accordance with the Law of the Republic of Belarus of December 17, 1992 "On pension provision of military personnel, persons in command and rank and file of the internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and units for emergency situations and financial investigation bodies” (Vedamastsi Varkhounaga Council of the Republic of Belarus, 1992, No. 36, art. 571) (hereinafter, unless otherwise specified, family members of an employee, pensioner).

2. Appointment of pensions and benefits to employees, as well as family members of an employee, pensioner is carried out by the financial and economic department of the Department of Finance and Logistics of the Ministry of Internal Affairs of the Republic of Belarus, financial and economic departments of the Finance and Logistics Department of the Main Department of Internal Affairs of the Minsk City Executive Committee and departments of internal affairs regional executive committees (hereinafter referred to as the financial divisions of the internal affairs bodies).

3. Assignment of pensions to employees, as well as family members of an employee, a pensioner, is carried out by the relevant financial unit of the internal affairs body on the basis of the following documents:

3.1. appointment of pensions for years of service and disability:

Calculation of length of service for assigning a pension according to the form in accordance with Appendix 1 to this Instruction (hereinafter referred to as calculation);

An application for the appointment (resumption of payment) of a pension in the form in accordance with Appendix 2 to this Instruction (hereinafter referred to as the application);

Money certificate;

Certificate of illness - for pensioners who have been examined by the military medical commission;

Conclusion of the Medical Rehabilitation Expert Commission (hereinafter - MREC) sent to the financial unit of the internal affairs body - for the disabled;

Copies of documents confirming periods of preferential calculation of length of service for the appointment of a pension, obtaining secondary specialized or higher education as pupils and students, work experience;

Photograph of a pensioner, size 30 x 40 mm;

Extract from the order on dismissal from military service or from service (exclusion from the lists of personnel);

Copies of documents confirming the right to benefits (if any);

3.2. assignment of survivor's pensions:

Calculation - for family members of deceased (deceased) employees;

Statement;

A copy of the death certificate (certificate containing information from the record of the act of death) of the breadwinner or a copy of the court decision on establishing the fact of death or declaring the breadwinner dead;

Extract from the order to exclude an employee from the lists of personnel due to death (death) - for family members of deceased (deceased) employees;

A copy of the expert opinion on the issue of establishing a causal relationship between an injury or illness that led to loss or partial loss of professional ability to work, disability or death, with the disaster at the Chernobyl nuclear power plant, other radiation accidents - in the event of the death of a participant in the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant, other radiation accidents;

Money certificate - for family members of deceased (deceased) employees;

Copy of the passport of a citizen of the Republic of Belarus or other identity document;

Documents confirming that a family member, employee, pensioner who applied for a pension is dependent on the deceased (deceased) employee (pensioner from among the employees) - for disabled family members of the employee, pensioner;

Certificate of non-receipt of a pension, issued by the body assigning and (or) paying a pension at the place of residence;

Certificate of residence and family composition of the deceased (deceased) employee (pensioner from among the employees);

3.3. in addition to the documents specified in subparagraph 3.2 of this paragraph, when assigning pensions in the event of the loss of a breadwinner to family members of an employee, a pensioner, specified in part three of Article 30 of the Law of the Republic of Belarus “On pensions for military personnel, persons in command and rank and file of internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and divisions for emergency situations and bodies of financial investigations”:

A copy of the birth certificate - for the children of the deceased (deceased) employee (pensioner from among the employees);

Certificate stating that a family member of an employee, a pensioner who applied for a pension, is a student (indicating the necessary information that an educational institution, an organization implementing educational programs of postgraduate education, another organization, an individual entrepreneur who, in accordance with the law, has the right to carry out educational activities) - for students over 18 years old;

Conclusion of MREC sent to the financial unit of the internal affairs body - for disabled people;

Documents confirming non-receipt of alimony from parents in the manner prescribed by the legislation of the Republic of Belarus - for stepsons and stepdaughters;

A copy of the death certificate (certificate containing information from the record of the act of death) of the parents or a copy of the court decision on establishing the fact of death or declaring the parents dead - for brothers, sisters and grandchildren;

A copy of the court decision on adoption (adoption) or establishment of guardianship - for families that have adopted (adopted) children;

A copy of the decision of the local executive and administrative body on the establishment of guardianship (guardianship) - for persons over whom guardianship (guardianship) has been established;

A copy of the marriage certificate (certificate containing information from the entry of the marriage act) - for the spouse of the deceased (deceased);

An extract (copy) from work books or other documents confirming employment - for the spouse (spouse) or one of the parents or grandfather, grandmother, brother or sister, who are caring for the children, brothers, sisters or grandchildren of the deceased (deceased) employee (pensioner) employees) under the age of 8;

Documents confirming family relations with the deceased (deceased) - for disabled family members of the deceased (deceased);

Documents confirming the upbringing or maintenance of the deceased stepson or stepdaughter for at least 5 years - for the stepfather, stepmother of the deceased (deceased).

4. The preparation of documents necessary for the appointment of pensions and benefits to employees and family members of deceased (deceased) employees is assigned to the personnel units of the internal affairs bodies, internal troops of the Ministry of Internal Affairs of the Republic of Belarus, the Investigative Committee of the Republic of Belarus, financial investigation bodies of the State Control Committee of the Republic of Belarus (hereinafter - personnel units) at the last place of military service or service in the internal affairs bodies, the Investigative Committee of the Republic of Belarus and the financial investigation bodies of the State Control Committee of the Republic of Belarus (hereinafter - the service) of the employee before dismissal.

5. After the issuance of an order for the dismissal of an employee from military service or from service (exclusion from the lists of personnel), the personnel unit draws up a calculation within ten working days, which, together with the employee’s personal file and the documents specified in paragraph 3 of these Instructions, necessary for the appointment (resumption of payment) of pensions and benefits, is submitted to the appropriate financial unit of the internal affairs body.

In the calculation, after each entry on the service calculated on preferential terms, the basis for the preferential offset of the length of service is indicated (regulatory legal acts of the Government of the Republic of Belarus, lists of military units and formations that were part of the army in the field, and other documents).

When assigning a pension in accordance with paragraph "b" of the first part of Article 14 of the Law of the Republic of Belarus "On pensions for military personnel, persons in command and rank and file of the internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and units for emergency situations and financial investigation bodies" in the calculation before the length of service, the length of service is indicated on the basis of a work book and other documents confirming the length of service.

6. Calculation of length of service (length of service) for the appointment of pensions in accordance with the Law of the Republic of Belarus "On pensions for military personnel, persons in command and rank and file of internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and units for emergency situations and bodies of financial investigations" is carried out according to the materials of the employee’s personal file, taking into account the norms of the Decree of the President of the Republic of Belarus dated November 13, 2006 No. 666 “On the preferential calculation of length of service for the appointment of pensions” (National Register of Legal Acts of the Republic of Belarus, 2006, No. 187, 1/8072) and Decree of the Council of Ministers of the Republic of Belarus dated July 5, 1993 No. 432 “On the procedure for calculating length of service, assigning and paying pensions and benefits to military officers, warrant officers, midshipmen, sergeants and foremen, soldiers and sailors undergoing military service under a contract, persons in command and the rank and file of the Investigative Committee, internal affairs bodies, about agencies and divisions for emergency situations, financial investigation bodies and members of their families” (Collection of Decrees of the Government of the Republic of Belarus, 1994, No. 12, art. 213; National Register of Legal Acts of the Republic of Belarus, 1999, No. 42, 5/866).

Separate periods of work experience, military service or service subject to credit for length of service on a calendar basis or on preferential terms must be confirmed by information provided by state archival institutions or other documents.

7. An application and other documents for the appointment of pensions are registered by employees of the financial unit of the internal affairs body in the book of accounting for pension documents in the form in accordance with Appendix 3 to these Instructions.

8. After receipt of all the necessary documents for the appointment of pensions, the financial unit of the internal affairs body, within ten working days, draws up conclusions on the appointment of pensions (depending on the type of pension being awarded).

If an employee within one month from the date of dismissal from military service or from service (exclusion from the lists of personnel) without good reason is not familiar with the calculation, the personnel department submits to the financial department of the internal affairs body a certificate of impossibility to complete the calculation in the manner prescribed by this Instruction .

Without a written application from the employee, a corresponding conclusion on the appointment of a pension is not drawn up.

9. After the conclusion on the appointment of a pension is approved by the financial unit of the internal affairs body, a pension file of the employee, family members of the employee, pensioner is drawn up, which is registered in the book of accounting for pension cases in the form in accordance with Appendix 4 to this Instruction.

10. To issue a pension certificate in the form in accordance with Appendix 5 to this Instruction, a person who is assigned a pension submits, in accordance with clause 3.14, a list of administrative procedures carried out by state bodies and other organizations upon applications from citizens, approved by the Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200 “On administrative procedures carried out by state bodies and other organizations at the request of citizens” (National Register of Legal Acts of the Republic of Belarus, 2010, No. 119, 1/11590), a passport or other identification document, and your photo in size 30 x 40 mm.

11. In order to increase the pension for long service in accordance with paragraph "d" of Article 15 of the Law of the Republic of Belarus "On pensions for military personnel, persons in command and rank and file of internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and units for emergency situations and financial authorities investigations” documents confirming the length of service from the day of dismissal from military service or from service until the day of reaching the age that gives the right to receive an old-age pension on a general basis (hereinafter - retirement age), calculated in accordance with the first part of Article 51 of the Law of the Republic of Belarus dated April 17, 1992 "On Pension Provision" (Vedamasti Verkhounaga Council of the Republic of Belarus, 1992, No. 17, Art. 275). Copies of these documents shall be attached to the pension file.

12. To increase pensions in accordance with Article 45 of the Law of the Republic of Belarus "On pensions for military personnel, persons in command and rank and file of the internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and divisions for emergency situations and financial investigation bodies" to the financial unit of the internal affairs body documents confirming the pensioner's right to benefits are submitted. Copies of these documents shall be attached to the pension file.

13. Appointment to family members of deceased (deceased) employees of a monthly allowance in accordance with Article 361 of the Law of the Republic of Belarus “On pensions for military personnel, persons in command and rank and file of internal affairs bodies, the Investigative Committee of the Republic of Belarus, bodies and units for emergency situations and financial investigation bodies ” (hereinafter referred to as the monthly allowance) is made by the financial unit of the internal affairs body on the basis of an application for the appointment (resumption of payment) of a monthly allowance in the form in accordance with Appendix 6 to these Instructions (hereinafter referred to as the application for the appointment of a monthly allowance) and the documents provided for by the Regulation on the procedure for appointment and payment of monthly benefits to certain categories of citizens, approved by the Resolution of the Council of Ministers of the Republic of Belarus of September 30, 2002 No. 1345 (National Register of Legal Acts of the Republic of Belarus, 2002, No. 112, 5/11223).

14. Based on the application for the appointment of a monthly allowance and the necessary documents, the financial unit of the internal affairs body draws up a conclusion on the appointment of a monthly allowance.

15. In order to receive a lump-sum allowance in accordance with paragraphs 14 and 15 of the Decree of the Council of Ministers of the Republic of Belarus dated July 5, 1993 No. 432, family members of a deceased pensioner from among employees submit the following documents to the financial unit of the internal affairs body:

Application for the payment of a one-time allowance;

A copy of the death certificate (certificate containing information from the record of the act of death) of a pensioner from among the employees or a copy of the court decision on establishing the fact of death or declaring the pensioner from among the employees dead;

A copy of the marriage certificate (certificate containing information from the record of the marriage certificate) - for the spouse of the deceased pensioner from among the employees;

A copy of the passport of a citizen of the Republic of Belarus or other identity document of a citizen who applied for a lump-sum allowance;

Certificate of residence and family composition of the deceased pensioner from among the employees;

A copy of the conclusion of the MREK on establishing the disability of a citizen who applied for a lump-sum allowance - for the parents of a deceased pensioner from among employees who have not reached retirement age.

16. When paying a lump-sum allowance to family members of a deceased pensioner from among the employees, a conclusion is drawn up on the payment of a lump-sum allowance.

17. In order to ensure the correct payment of pensions and benefits, the financial divisions of the internal affairs bodies:

Explain to pensioners from among employees, as well as family members of an employee, pensioner, the procedure and terms for submitting documents, cases of termination of payment of pensions and benefits, as well as other circumstances that determine the right to receive pensions and benefits;

Carry out a legal assessment of the received documents for the payment of pensions and benefits, as well as the information contained in them;

Send additional requests to the relevant state bodies and other organizations that have the necessary information for the correct payment of pensions and benefits.

Ivan Nikolaevich Snitko is 61 years old. Last year, the man decided to draw up a pension. But it turned out that he could not claim a full-fledged labor pension. Service in the bodies of the Ministry of Internal Affairs was not included in the insurance work experience, which just affects the size of the pension.

- I went to serve in the bodies of the Ministry of Internal Affairs in 1973, just came from the army and began to work there, Ivan Nikolayevich told Onliner.by. - He served as a district police officer, inspector and even an investigator. Eliminated the accident at the Chernobyl nuclear power plant, was on special operations in Baku. We were also forced to go there. It was there for three days. Worked until 1992. Then he left, my father and mother were disabled, I had to inspect them.

- As a result, I got 30 and a half years of work experience. That is, I actually have the right to a pension from the state,- explains the man. - But, when I began to collect documents and draw up, it turned out that these 19-something years of mine are not included in the insurance experience.

As a result, it turned out that Ivan Nikolayevich had an insurance record of about 10 years, which is less than necessary. According to the law, for Belarusians who applied for a pension in 2015, the minimum insurance period is at least 15 years.

- And this means that only a social old-age pension shines for me. Not the usual 2.8 million, but 800 thousand a month,- says Ivan Nikolaevich. - When I found out that these 19 years are not included in the length of service for calculating a pension, I was shocked. I don’t understand how and on the basis of what my experience was not included in the insurance? It turns out that I worked out the work, I gave the state a debt, but in the end nothing shines for me? The pension is the same as those drunkards who have worked for a year or two in their life ... Of course, this is insulting and unfair.

The Ministry of Labor and Social Protection knows the situation of Ivan Nikolayevich. But they say it's the law.

- The conditions for assigning a labor pension in the general pension system are the same for all citizens: both for civilians and for former military personnel,- Larisa Yashkova, Deputy Head of the Main Department of Pensions of the Ministry of Labor and Social Protection, explained to Onliner.by. - As for the insurance period, it is formed by periods of work with the payment of mandatory insurance contributions to the pension fund. Accordingly, this length of service cannot include periods of other activities when contributions were not paid: the time of military service, service in the internal affairs bodies, the Ministry of Emergency Situations and other law enforcement agencies, caring for a child, receiving unemployment benefits, training, etc. (note that if you have the required insurance period and the right to a labor pension, the indicated periods of activity “do not disappear”: they are included in the total experience).

The requirement for a minimum period of insurance service for the appointment of an old-age labor pension (at least 5 years) appeared in the legislation back in 2006 and is justified by the fact that it is from the receipts of insurance premiums that the payment of current labor pensions is ensured.

According to the current legislation, in 2016 the required insurance period is 15 years 6 months, and starting from January 1, 2017, it will increase annually by 6 months up to 20 years by 2025. That is, for those who will retire in 2018, it will be 16 years 6 months, in 2019 - 17 years and so on.

Unfortunately, Ivan Nikolaevich has a documented insurance experience of almost 10 years. And the law does not allow him to appoint a labor pension. At the same time, upon reaching the age of 65, he will acquire the right to a social pension.

Recall that this year Belarus decided to increase the retirement age to 63 for men and 58 for women. It will be increased in stages: starting from 2017, every calendar year for 6 months.

Every year this period will increase until it reaches 15 years by 2025.

  • The minimum number of points converted from funds transferred by the employer in the account must be 13.8. By 2025, this figure should increase annually by 2.4 to reach 30.
  • People with experience in the Ministry of Internal Affairs are defined in the Federal Law No. 400 on insurance pensions as a category of persons who have the opportunity to enter an old-age pension earlier than 55 years for women and 60 for men. Retirement of the Ministry of Internal Affairs for mixed length of service The procedure for retirement and the calculation of benefits is determined on the basis of Law N 4468-1. How to retire to the Ministry of Internal Affairs for mixed length of service?

The assignment of this type of pension occurs in a strictly defined manner, which differs significantly from the procedure for obtaining other forms of pensions.
However, there are quite serious reasons that can prevent this.
And only compliance with all requirements and taking into account the peculiarities can guarantee that the application for a pension will be approved by the pension fund.

If an employee of the Ministry of Internal Affairs or a serviceman has experience in different organizations, in order to apply for a mixed service pension, he must meet the following criteria:

  • his age must be at least 45 years;
  • the length of all labor activity in the aggregate must be at least 25 years;
  • the experience in the position of an employee of the Ministry of Internal Affairs must be at least 12.5 years.

The time of study at a higher educational institution can be counted in the length of service in the Ministry of Internal Affairs in the event that a military rank was received in the process of training.

The gap between the retirement age of ordinary workers and military personnel (as well as categories equated to them) has also been preserved.

The decree notes that the age limit for military service (service in paramilitary organizations) of military personnel (employees) in military (special) ranks up to and including lieutenant colonel is increased annually from January 1 by 6 months, but not more than 3 years in total.

This increase also applies to employees of the Ministry of Internal Affairs, the KGB and the Ministry of Emergency Situations.

At the beginning of 2015, there were 83,972 women aged 54, who will turn 55 this year, and 57,700 men aged 59, who were due to retire in 2016. The average size of pensions by age at the end of 2015 in Belarus amounted to 2 million 897.3 thousand rubles.

If we assume that all 141,672 people (83,972 women and 57,700 men) leave six months later, then the savings per month (assuming that everyone would receive an average pension) would amount to 410 billion 494 million 620 thousand rubles or approximately $21.6 million. And in half a year it is already almost 130 million dollars.
