The Russian government is submitting a draft budget for next year. What should military retirees and active security forces expect over the next 14 months?

The Russian budget is experiencing significant difficulties in fulfilling previously accepted obligations in the social sphere. Following civilian pensioners, for whom the government was unable to ensure that their pensions increased by the real percentage of inflation, military pensioners also found themselves in a disadvantaged position.

Firstly, you should not expect an increase in salaries for active military personnel until January 1, 2018. The changes concern the duration of the suspension of these indexations; they now apply to 2016 and 2017. Thus, the freeze on increasing military salaries, and, accordingly, military pensions through indexation, is once again canceled. It is worth noting that the indexation of military salaries has been postponed for five years after a sharp increase almost four years ago, although the state does not refuse targeted incentives for the military, but only through the introduction of additional payments.

Secondly, there remained hope for an increase in the real size of military pensions by changing the reduction factor. Let me remind you that the Russian government, after a sharp increase in military pay from January 1, 2012, did not even provide a real increase for retirees and introduced a reduction factor for military pensioners in the amount of 54%, which it pledged to reduce by no less than 2% from January 1 annually. While not indexation, the change in the reduction coefficient actually increased the size of pension payments, however, here too the government put an end to the hopes of pensioners.

The government submitted for consideration to the State Duma a draft law suspending the effect of Art. 43 of the Law of the Russian Federation, which regulates pension provision for persons who served in military service, service in internal affairs bodies, the State Border Service, the Federal Penitentiary Service, etc. It is proposed to cancel the annual change in the reduction factor from January 1, 2016. Thus, if there are no surprises in parliament, then the current security forces will have to tighten their belts for at least two more years, and retirees will have to tighten their belts in 2016.

We can only rejoice at the fact that military pensions were increased quite recently, from October 1, 2015. The reduction coefficient was increased to 66.78%, which actually increased the amount of cash payments to retirees by 7-8%.

The procedure for indexing military pensions

First of all, it should be noted that the pensions of military personnel and persons equivalent to them are formed not exactly in the same way as the pensions of ordinary citizens. Like pensions of ordinary citizens, pensions of former military personnel are financed from the federal budget, but the procedure for calculating them is different. This value, however, is still greater than the value that was initially expected: the first versions of the budget spoke of indexation by 4%, but this turned out to be much lower than the planned inflation rate (at the end of 2019, the Central Bank expects inflation to be around 5.5%).

At the same time, military pensions should also grow due to an increase in the reduction coefficient, which, initially amounting to 54% in 2012, was supposed to grow by 2% per year, but in 2018 it did not increase, since in 2017 it had already increased by 4 %.

According to the State Duma Defense Committee, the real value of military pensions is currently 20% lower than the pre-crisis level, and military salaries are 50% lower, respectively, an increase of 4.3% almost does not bring them closer to the pre-crisis level. This occurs, in particular, due to the fact that the indexation of these payments in last years were not produced, and against the backdrop of rising inflation, this resulted in a decrease in their real value. It turns out that the growth of military pensions lags behind the growth of civilian ones, and this trend continues next year, because ordinary pensions were promised to be indexed by 7.05% in January next year, and military ones - only in October, that is, 9 months later, and only by 4.3%.

Calculation of military pension

Military pensioners include former employees of the Armed Forces, the Ministry of Internal Affairs and other paramilitary forces approved by the relevant laws of Russia and other republics of the former USSR. The current number of military pensioners in Russia is about three million. Pensions range from 34 thousand rubles for a private to 100 thousand for a battalion commander. The calculation of the pension depends on the following circumstances:

  • military position;
  • military rank;
  • general seniority;
  • military experience.

The total work experience must be at least 25 years, and 12.5 years of this experience must be military service. Military experience can include time spent studying in military educational institutions.

If the length of military service is 20 years or less, only 50% of the pension is paid, and if this length of service is exceeded, 3% is added every year, but not more than 85% in total.

  • 32% disabled people who were wounded and concussed during combat operations in childhood;

  • 16% participants of the Great Patriotic War, who fought for at least six months;

Reduction factor

Let's remember about the reducing pension coefficient introduced in 2012. Then it was equal to 54% of the pension amount, that is, military pensioners received a little more than half of the pension they were entitled to. Now it has grown to 72.23%, but still, apparently, does not reach 100%. At the same time, the reduction factor applies to military personnel and pensioners of the Ministry of Internal Affairs, but does not apply to prosecutors, judges, FSB officers and investigators of the Investigative Committee, including prosecutors, judges and investigators of military courts and prosecutor's offices, despite the fact that their pensions are financed from the same sources, as well as the pensions of the rest of the military, that is, from the funds of the Ministry of Defense.

In addition, there are civilian government employees whose pensions are equal to those of the military, but the reduction factor does not apply to them. These are, of course, employees of the presidential administration and government, as well as deputies. Moreover, when calculating the pensions of civil government employees, their average earnings are used, and when calculating military pensions, only the salary part is used, and all allowances are not included in the pension. Also, the average size of a military pension cannot exceed the average size of a civilian pension by more than 1.7 times, but this does not apply to other government employees, their pension size is not limited.

For other categories of military pensioners, a reduction factor applies. In addition, all these years the indexation of pensions of military pensioners has been frozen, and their growth is carried out by increasing this coefficient, which is passed off as indexation, although, in fact, this is the return of part of the pension that was reduced in 2012.

Naturally, the increase in this coefficient lags behind the level of official inflation, but pensions by law must be indexed to the inflation level based on the results of last year. This is clearly seen in the example of 2016: the inflation rate in the previous year, 2015, was 12.91%, and military pensions were indexed by only 4%, just like everyone else.

The government was supposed to carry out a second indexation, but, quite expectedly, abandoned it, replacing it with a one-time payment of 5,000 rubles in January 2017. This maneuver allowed further savings at the expense of pensioners, since the size of the pension, naturally, did not increase after this payment.

As a result, the government spent significantly less on pensions than it should have, and retirees, both military and civilian, lost out on a much larger portion of their pensions in exchange for a lump sum payment. Around the same time, the government deprived the indexation of pensions of working pensioners, thereby further reducing pension costs.

It should be noted that, despite the introduction of a reduction factor, military pensions still increased as a result of an increase in the salaries of the military on which they depend, although they turned out to be significantly less than the promised values.

There are rumors among the military that the government will cancel the reduction factor, however, there are no prerequisites for this, so one can only hope for its gradual reduction to zero, which should happen in a few years.

The possibility of additional (second) indexation of military and civil pensions remains. The resolution of this issue has been postponed to the second half of 2016, when the results of Russia’s economic development in the first half of the year will become clear.

Military pensioners still have one more trump card to hope for the second indexation of pensions in 2016. This is Decree of the President of the Russian Federation N 604 of May 7, 2012, which determines the indexation of military pensions to a level not lower than the inflation included in the budget (6.4%) plus 2% (total, in accordance with Decree N 604 in 2016, the indexation of military pensions must be at least 8.4%). The government (Ministry of Finance) is actively working to repeal the corresponding clause of the Presidential Decree, but so far the results of this struggle are not known. We can only hope that, as in 2015, the President will not succumb to pressure from the Government and will not cancel the most important clause of his May decree for military pensioners.

For the authorities, of course, nothing is impossible if the majority of deputies in the State Duma are from United Russia. No one has canceled the administrative resource. Even if there is the slightest doubt about their unambiguous success in the State Duma elections on September 18, 2016, the authorities will make a decision and, no later than September 1, will index all pensions for the second time. And then tens of millions of pensioners in our country will unanimously vote for “their breadwinners.”

How to get a second pension in civilian life
